Challenge
Sutter Health is a 24-hospital system in California with five distinct regions. Like many systems with established inpatient strategies, Sutter is actively expanding its ambulatory networks, which often creates unintended inefficiencies, market gaps or unbalanced facility portfolios. To maximize its investment, Sutter needed a comprehensive database of existing conditions--buildings, land, care providers--and an ambulatory care master plan to guide near- and long-term capital decisions.
Process
NBBJ consultants undertook a detailed population analysis, using proprietary tools to collect and analyze data on demographics, payor mix, utilization, clinical programs and commuting distances, among other variables. These informed a detailed master plan which identifies the optimal sizes and locations for new and existing service lines, along with strategies for phasing.

The Right Facility for the Right Population
Through set parameters defined by collaboration between Sutter Pacific Medical Foundation and NBBJ, a model of success in the ambulatory care plan was created. The model was used to identify the right services to the diverse population in the defined catchment areas with the right amount of care providers, in the right amount of space today and in the future.
